Nobody's gassing Kurds or raping the wives of political prisoners, so I would have to say yes. (Not that there isn't room for improvement, but that's the case with any newly minted government.....after all, we had Shay's Rebellion.)
Never having been there either before or after his fall from "grace," I couldn't answer this with any degree of relevance. Neither can anyone else, save for people who actually live there.

better for who?
if you said better for the kurds you'd have to say yes
if you said better for stabelizing the middle east it's a resounding no
if you said better for Iran it's a resounding yes. We essentially removed a rival of theirs and one that kept them in check.
if you said better for the Iraqi people you'd have to say no.
better for the United States security? no because Saddam was never a threat in the first place.
better for Halliburton? yup. profits are way up
better for Usama Bin Laden? yup..Iraq has been a recruiting tool for the jihadist movement. Many foriegn insurgents before the invasion of Iraq were not radicalized. We fell right into Bin Ladens trap. He wanted the US to invade Iraq.
