Pleasantly abstruse.
It's not just a no-fly zone either. It is a remarkably broad mandate for the use of military power. While "occupation forces" are excluded from the resolution, the use of ground forces in general are not mentioned. Air power is not limited to simply keeping Libyan air force grounded either. Ground attack missions are within the mandate of the resolution as well. In other words; it's a war, baby.
