After the hurricane hit New Orleans one of the televangelists said that that was God's punishment of New Orleans because of the sinful ways of New Orleans. If we pursue this line of thinking God must be extremely upset with Texas. The governor of Texas led a large prayer gathering where people could pray for rain and instead of rain fire came.

As God pointed out to Job, we do not know the mind of God, however, it is at least possible that God is annoyed with Texas because Texas has executed so many people and, given the large numbers of executed people, it is almost certain that some of those executed were innocent. (Of course there are those who argue that even if they were not guilty of the crime they were executed for they were probably guilty of something. However I know of nothing in the Constitution that would support that line of thinking.)
