The Dept. of Homeland Security has ordered 450million rounds of .40* hollowpoint expanding** handgun ammunition. Additionally they are bidding for 175million rounds of .223 / NATO 5.56mm x45 assault rifle ammunition***.

That's two rounds per. person living in the USA.

Who exactly are the (sinisterly named) Dept. of Homeland Security expecting to fight?

Last time I looked the USA still had: The US Army, the US Navy (and it's Air Force), the US Air Force, the Marines (and their Air Force), the National Guard, the FBI, State Troopers, County and City Police Departments, the ATF, the DEA, the NSA, the CIA, Border Patrol and a whole alphabet soup of other agencies - all of them armed.

Who is left for the Dept. of Homeland Security to fight, not already covered by that immense array^ of armed force?

Sarcasm - Perhaps all the DHS personnel are to be sent to live in the roughest ghettos of the US, where they will each need a sidearm for their own personal protection (and the gov't, which isn't up to it's arse in debt has kindly gifted them one)? Or perhaps they plan a War on Coyotes, Raccoons and Ground Hogs with all those rounds of .223? / sarcasm

Or y'know, maybe they're getting ready to lock down the US under martial law.... Just a thought.

(*Depending on which gun expert you listen to .40 is arguably the most effective one-shot-stop i.e. kill round.

**Hollowpoint bullets - also known as "dum-dum" bullets are designed to expand on impact to cause greater damage. While they are banned by the Geneva Convention for use in warfare, they are used by police forces all over the world and by armed citizens carrying for self-defence.
Hunting rounds tend to be "soft-point" which is a kind of halfway house/compromise between military full metal jacket bullets and police hollow points, reflecting the need when hunting to provide a hard-hitting, humane kill, but not to cause too much damage to the meat.

*** the civilian .223 Remington is a popular "varmint" round, used to take game animals up to about 50 - 75lbs in weight.
It was chosen as the basis for the standard NATO 5.56mm assault rifle round, because it allowed fire teams to carry many more rounds than the heavier .30-06, which analysis said was the deciding factor in winning fire fights, and also military doctrine required a cartridge that would wound a human badly rather than kill - the idea being it would remove the wounded enemy combatant and two helpers from the battle.)
