Ignoring the fact that he earned a bachelors degree in 1980, a masters degree in 1981, and a law degree in 1986, and also ignoring that most well-paid jobs now requires a degree, Santorum seems to be suggesting that there is no role for post-secondary education, other than to train people to be liberals.

By liberal does he mean colleges that are a open and diverse society, where you have the chance to be exposed to new ideas?

If that is right you can interpret what to said to mean that he does not like his children exposed to openly diverse society, he feels threatens the values he wants his children to have.
